Welcome News for Idaho Providers and Their Patients!

Blue Cross of Idaho is removing PCP referral requirements for Medicare Advantage members seeking in-network specialty care, effective October 15, 2026, through the 2027 plan year. This change follows considerable time and resources invested by practices to implement these requirements and reflects feedback from providers and members. GCS is proud to have contributed to this significant change alongside the Idaho Medical Association.

Practices should review and update their referral workflows, recognizing that individual specialty practices may continue to require referrals under their own office policies. Referral requirements for out-of-network services and applicable gap exceptions remain in place.

Announcement:

Effective October 15, 2026, Blue Cross of Idaho is removing referral requirements for Medicare Advantage (MA) members seeking in-network specialty care. MA members will no longer need a primary care provider (PCP) referral to access specialty care through the 2027 plan year. We are making this change in response to member and provider feedback and as part of our ongoing efforts to improve access to care while improving the overall healthcare experience for our MA members.

While Blue Cross of Idaho will no longer require referrals for in-network specialty care, some specialty practices may continue to require referrals based on their own office policies and scheduling processes. Providers should continue to communicate any practice-specific referral requirements directly to their patients. Additionally, referrals for out-of-network services and gap exceptions, when applicable, are still required in accordance with Blue Cross of Idaho policies and processes.

Although referrals will no longer be required, we continue to believe the best health outcomes are achieved through strong relationships between members and their PCPs. PCPs remain at the center of care and play a critical role in coordinating services, supporting preventive care and helping members navigate their healthcare needs. This change does not diminish the importance of care coordination between PCPs, specialists and other providers. We appreciate the significant effort providers and their staff have invested throughout 2026 to implement, manage and comply with MA referral requirements. Your partnership, feedback and commitment to supporting our members helped inform this decision. Thank you for your flexibility, collaboration and dedication to providing high-quality care.

Blue Cross of Idaho will continue to evaluate referral management as part of our ongoing efforts to balance member experience, access to care and care coordination. We are committed to providing adequate notice, communication and implementation support to ensure a smooth transition. We appreciate your continued partnership and commitment to delivering exceptional care to our MA members.
